Companies that store, offer, transport, receive and/or tranship dangerous substances in quantities exceeding the exemptions stipulated in the ADR, ADN or RID must appoint a safety adviser for the transport of dangerous substances.
The safety adviser can be an employee within the company but also a hired expert.

A company is exempted from appointing a safety advisor if only hazardous substances are offered, transported, received and/or transhipped in:
- Exempt quantities ADR, ADN or RID part 3.5
- Limited quantities ADR, ADN or RID part 3.4
- Limited quantities ADR and ADN part 1.1.3.6
